Officially, the summit is about cooperation with the EU. But the focus is on the dispute between Serbia and Kosovo. In addition, several great powers are vying for influence and power - and the longstanding rapprochement between the Balkans and the EU threatens to fail.

The German Chancellor Angela Merkel and France's President Emmanuel Macron have therefore invited heads of state and government from the Balkans region to an “exchange on the stability and development of the region” at the Chancellery in Berlin. They are urging Serbia and Kosovo to settle their territorial disputes.

Progress in the Western Balkans is only possible if individual states do not work against each other, Merkel said before the summit. Macron emphasized that no guidelines should be given to Serbia and Kosovo as to how to resolve their dispute. He announced an increased French involvement in the region.

More than 100 countries, including Germany, have recognized Kosovo as a state - but not Russia, China and the five EU countries Spain, Slovakia, Romania, Greece and Cyprus. That is why Kosovo cannot become a member of the UN.

The following are invited to the summit with Merkel, Macron and representatives of the EU Commission: the heads of state and government of Albania, North Macedonia, Montenegro, Serbia, Kosovo, Bosnia-Herzegovina and the two EU states Croatia and Slovenia.

The conference aims to restart the process of rapprochement between Serbia and Kosovo, which has failed in practice.

Hashim Thaci and Aleksandar Vucic are negotiating with the EU Commission. Most recently, Serbia broke off talks after Kosovo introduced special tariffs of 100 percent on goods from Serbia. Previously, Belgrade had prevented Kosovo from joining the international police organization Interpol with its diplomatic apparatus and with the help of Russia.

Kosovo is fighting for recognition

Hashim Thaci, President of Kosovo, has great expectations of Merkel and Macron: They have to urge Serbian President Aleksandar Vucic “very clearly” to accept Kosovo, he demands. "Serbia must recognize the state existence of Kosovo without any preconditions."

Serbian head of state Aleksandar Vucic affirmed that a lifting of the punitive tariffs in Kosovo is a prerequisite for new talks. Vucic did not rule out the exchange of Serbian areas with an Albanian majority for Kosovar areas with a Serbian majority.

Thaci, on the other hand, strictly rejects a land swap with Serbia. "I will never agree to an exchange of territories, I do not trade with territories of the Kosovar national territory."

He was, however, in favor of a "correction of borders" and the integration of several Serbian communities with a majority Albanian population into the national territory of Kosovo. In return, Serbia should be given the prospect of joining the EU.

Thaci accused the EU of not being a suitable negotiating partner because some EU states do not recognize Kosovo. "Without the US there will be no dialogue, no negotiations and no agreement." A key to progress is that Serbia recognize the independence of Kosovo. If Serbia's President Vucic does not take this step, “the meeting in Berlin will not be very helpful”.

    Most Serbs (including the government) are ready to recognize Kosovo as a state. In return, they want their own "Serbian canton" with self-government in the north, since over 90% Serbs live in this area. The government of Thaci shows no willingness to compromise. In doing so, you block any chance of reconstruction and progress. It is a shame that some are still living in the past and want "complete victory".

    Kosova has introduced tax for all products from Sebia and at the same time the Serbian community refuses to give Kosova the autonomy that has already been agreed. A few days ago they forbade Serbs in North Kosova to register their electoral list. No agreement is possible with Thaci and Hardinai. Hardinai himself said that he is a soldier of the USA and he only does what USA tells him to do. Serbia has no reason to give in.

    An exchange of territory would definitely make sense, but the respective population should be allowed to vote at the ballot box!
